THE SHORT ANSWER: it depends.
Your right to carry a handgun without a license in Texas is based on Texas law and generally does not extend to other states. Every state has its own firearms laws, licensing requirements, and reciprocity agreements. What is legal in Texas may not be legal elsewhere.
WHAT IF I DON'T QUALIFY FOR AN LTC? CAN I STILL CARRY WITHOUT A LICENSE?
The answer depends on why you do not qualify for a License to Carry (LTC).
It is important to understand that permitless carry, sometimes referred to as "Constitutional Carry," does not grant additional rights to individuals who are prohibited from possessing or carrying a handgun under state or federal law. If a person is legally disqualified from possessing or carrying a handgun, carrying without a license is not a legal alternative.
However, there are some circumstances in which a person may not qualify for an LTC yet may still be able to lawfully carry a handgun under Texas permitless carry laws. Because the eligibility requirements for an LTC and the requirements for permitless carry are not identical, each situation must be evaluated based on the specific facts and applicable law.
If you are unsure whether you may legally carry a handgun, consult a qualified attorney or review the current Texas statutes before carrying. When in doubt, do not assume that being ineligible for an LTC automatically means you can—or cannot—carry without a license.
WHERE CAN I CARRY WITHOUT A LTC?
It is also important for those who choose to carry without a license to understand the locations where carrying a handgun is prohibited, even when no specific signage or legal notice is posted. Certain places remain off-limits under Texas law regardless of whether a person holds a license.
Anyone considering carrying a handgun should become familiar with the applicable laws and regulations. Even if an individual ultimately decides not to apply for a License to Carry (LTC), taking a firearms law or LTC course can provide valuable information regarding legal carry, prohibited locations, use-of-force laws, and the responsibilities that accompany carrying a handgun.
If you plan to carry while traveling outside of Texas, do your homework before you go. Research the laws of each state you will visit, including whether that state recognizes a Texas License to Carry (LTC), where carry is prohibited, duty-to-inform requirements, and any other restrictions that may apply. Texas DPS maintains reciprocity information, but license holders are responsible for knowing and following the laws of the state in which they are carrying.
When in doubt, consult official state resources and current reciprocity information before traveling.
A map showing where a Texas License to Carry (LTC) is recognized can be found online by searching for "Texas LTC Reciprocity." Several maps and resources are available that indicate which states recognize a Texas LTC and which do not. Official reciprocity information is also available through the Texas Department of Public Safety.
In addition to reciprocity benefits, a Texas LTC may provide several other advantages, including:
• Serving as a secondary government-issued form of identification.
• Allowing eligible firearm purchases from Federal Firearms Licensees (FFLs) without a separate NICS background check, subject to applicable federal and state laws.
• Providing certain exemptions related to the Federal Gun-Free School Zones Act for licensed individuals in Texas.
• Additional legal and practical benefits available to Texas LTC holders.
Because firearms laws can be complex and change over time, we highly recommend attending a live LTC class to learn about current laws, reciprocity, use-of-force considerations, and the responsibilities associated with carrying a handgun.
